This PR allows for the capability to read Image Comments from a previously created json sidecar. I believe this ability has been in and out of the code base in PR's before, but never actually made it in.
I tried to do decent error catching, but may have been too ambitious. I'm sorry I didn't have time to add a proper test suite. Happy to make any changes! Thanks,
