Rebuilt the package with VS2019/vc142 toolset. Improved documentation a little. New package has been versioned with a .1 suffix, to indicate that it is still using the underlying log4cpp 1.1.3 code unchanged. Available on NuGet: https://www.nuget.org/packages/log4cpp/1.1.3.1
