Changes to metadata checking encoder; batch processing script

• Made changes to encoder to handle metadata headers more flexibly (not assuming specific order for metadata chunks if the RIFF spec allows flexibility).
• Added a Python script for convenience for processing WAV files in a compress --> interpolate back pipeline (for WAV files that sound like SNES sounds, in cases WAVs are needed instead of BRR files).
