Initial Release

The initial (pre-)release!

This contains a single resource to make managing cluster networks easier. The resource uses a combination of the network IP and prefix length to identify cluster networks. It will assume IPv4 if not specified, but should work for IPv6 as well. Once a network is found it allows you to control the following:

Cluster network name
network metric
network "mode" (private, public, both)
