This commit splits the dev docker image build workflow into two separate workflows: PR test and publish image. Publishing docker image workflow is triggered by workflow_dispatch, not push. ONE-DCO-1.0-Signed-off-by: Hyeongseok Oh <hseok82.oh@samsung.com>
