LGTM.
The change updates the list of needed Debian packages to name librep16 rather than the very obsolete librep9.
The last official Debian release to include librep9 was Debian 8.x ("jessie"), first released in 2015. The last point-release update to jessie was version 8.11, released 2018-06-23.
librep16 has been available in all official Debian releases as far back as Debian 9.x "stretch" circa 2017 (including Debian 10.x ("buster"), Debian 11.x ("bullseye"), and Debian 12.x ("bookworm")). It is also available in the not-yet-released testing version of Debian ("trixie") that will one day be Debian 13.x once it is released.
