Add name to MetaKGParserHandler

Issue

The MetaKGParserHandler class was missing the required name attribute that the biothings framework uses for handler registration. This caused conflicts in the handler registration system, where handlers without explicit names would interfere with the parameter validation of other handlers in the same module.

Solution

Added the missing name = "metakgparser" attribute to the MetaKGParserHandler class, ensuring proper handler registration and preventing conflicts with other handlers.

Context

This fixes a critical issue where the absence of the name attribute in MetaKGParserHandler caused handler registration conflicts that broke OAuth authentication flow. All biothings framework handlers require explicit naming to prevent such conflicts.
