AWS version upgrade (up 10 minor versions)

Hey there @SystemFw! Appreciate this PR is out of the blue

I was recently trying to use dynosaur in a project, and got a compile error when using latest (as of this PR, 2.31.42 ) of the software.amazon.awssdk dependencies.

I have bumped scala3 patch version as part of this, as well as plugins; I tried bumping Scala 2.13 versions, but i believe there's a kind-projector transient dependency that isn't published for later versions.

If you approve, I would love for a patch release of some sort for this! Happy to incorporate any feedback, too.

Thanks for the PR. I definitely approve of the release, but I'm a bit swamped.
In particular the build is failing for reasons unrelated to your code, and it should be fixed, which might involve dealing with #19

I will have to do some maintenance soon-ish to deal with the move to Central Portal, but if you wanted to get started by fixing this build, I'd appreciate that (and it should result in a faster release for this change you care about).

I've updated the aws sdk to the latest in v0.7.1
