The fishing relic gets artifact power from throwing back rare fish. If the artifact has not been earned yet, these fish instead give 5 skill points in fishing.

The fishing relic gets artifact power from throwing back rare fish. If the artifact has not been earned yet, these fish instead give 5 skill points in fishing. I've added this logic to the existing ArtifactPowerItems module.
