Changes the model for the PackRat wheels to use the Restock models instead of the Stock models in the presence of Restock.
Note that the Restock model is slightly taller, so that the wheel no longer centers itself inside the wheel fairing. (But it doesn't clip or have issues - it just doesn't look exactly centered like the stock version does.)
Patch basically a copy of the Restock patch for the stock wheels, just applied to the PackRat wheels part.
