Overview
Updates backend/packages.json to source VirtoCommerce.Contracts from the AzureBlob feed as VirtoCommerce.Contracts_3.1000.0.zip, removing the previous GithubReleases pin (Version: 3.907.0).

Also includes minor JSON formatting/whitespace normalization (and the file now lacks a trailing newline).
