This PR introduces an optional capability for admin users to manage any item on any wishlist. When the
ADMIN_CAN_EDIT_ALL_WISHLISTSenvironment variable is set totrueadmin users can edit, archive, remove, and reorder any item on any user's wishlist, not just their own.Details
