FED-4418 Vendor transformer utils

Motivation

over_react depends on transformer_utils, meaning whenever we want to update dependencies (especially analyzer), we have to first update transformer_utils and release it, and makes the process more tedious.

transformer_utils is almost exclusively used by over_react internals, with the exception of the stringLiteral funtion being used in a couple places in private Workiva repos (and can just be copied over). GitHub search

So there's not much benefit in it being a separate package, and for a while I've been wanting to combine it into over_react to make life easier.

Changes

• Vendor transformer_utils into over_react (copy all of its files and tests), remove dependency on it
  • Files were copied over in the first commit with just paths and additional comments added, and then warnings/errors due to stricter analysis/linting were fixed in fbe4a32 7e4f9b4
