JSON license which is included in category_X licenses(ref: https://www.apache.org/legal/resolved.html#category-x) is not grepped correctly, fixed it.
Sometimes svn could be extremely slow. So we need a validation way that can run locally.
usage(take 1.7.0 for example):
bash validate-release-in-local.sh 1.7.0 11 pengjunzhi ~/hugegraph-svn-dev/1.7.0
