Strip away extra bits and just have dynamo rio client and test programs. Will fill back in with python module and jupyter notebook code. Signed-off-by: Eric Van Hensbergen <eric.vanhensbergen@arm.com>

There is likely some additional cleanup possible here in the Makefile, including fixing the Dynamo Rio version we currently operate with, but this fixes immediate problems. Tested on AWS Graviton 3.
