Place the "local" folder at {data-dir}/typst/packages/.
{data-dir} is

• $XDG_DATA_HOME or ~/.local/share on Linux
• ~/Library/Application Support on macOS
• %APPDATA% on Windows

Import the packages by

#import "@local/..."
