This makes it possible to redirect the logs somewhere else, useful if you embed dbmate into your application.

The existing 1.12.1 build that was built using 1.16 flags a few CVEs in my vulnerability scanning pipeline, namely: CVE-2021-38297 CVE-2021-44716 CVE-2021-41772 CVE-2021-41771 CVE-2021-39293 CVE-2021-29923 This change just updates the version of go in the go.mod file.

currently when copying code snippets one has to manually remove the dollar sign first. Summary of Changes: Updated go.mod to require golang.org/x/crypto@v0.31.0. Ran go mod tidy to clean up dependencies.
