Removes the
UpgradeGasLimitandRollbackGasLimitcontracts, standardizing on just the sharedSetGasLimit. This requires callers to specifyFROM_GAS_LIMITandTO_GAS_LIMIT, but ensures that thegetNoncemethod is not overridden.
