Support for KaTeX through Pandoc.

Still to do:

• use local files for the javascript and css instead of looking it up online
• Fix display issue with Windows (see Add math support with KaTeX #36)

That's strange. Your check for the versions look right to me. So if it's too old it shouldn't add the --katex parameter and everything should be fine ..

Concerning using local files - the problem is always that, for some reason, the PySide webbrowser really supports having only one .css file. So I would need to merge the KaTeX one inside the already existing one.

The display problem seems to be beyond our responsibility, though, no? We should open a ticket on their Github.

the KaTeX css doesn't hurt when there is no KaTeX support, right? It just doesn't get used
