SBCQ-114

Merge SBCQ-117 first.
I will do a part 2 with the rest of the fields which will include the geocoder api to get lat and long data from address.

🧪 Testing

Test setting a location's staff user in the location settings and then go to user settings to see if it changed there, then try the opposite.
