我发现frcnn_trainning.py中的numpy操作极大地影响了训练速度，而且会导致CPU利用率太高，所以我将其中绝大部分numpy操作改为了pytorch操作，在我的实验设置下提速10%左右，每个迭代由1.33 it/s 降低为 1.13it/s
删除冗余代码
注释numpy操作，启用pytorch计算
