Updated .github/workflows/npm-publish.yml to build, test, and publish both the cli and lib packages separately to npm when a release is published or the workflow is manually triggered.
Split the workflow into two jobs:
build-cli: Handles install, test, and publish for packages/cli.
build-lib: Handles install, test, and publish for packages/lib.
This ensures both packages are published independently and reliably on each release.
