In the past, I tried to cleanup the directory by deleting the files that were no longer under development. However, it was rightly pointed out that this made it difficult to see the modification history and that would make understanding the evolution of the proposals more difficult.
Instead of deleting the files, this proposal moves the obsolete and completed work items to an archive subdirectory. This make them easy to find and makes their history easy to review without cluttering up the top level directory of the repo potentially distracting us from current work.
