A fixed TournamentModule.dll for BWAPI v4.4.0 (the DLL for other BWAPI versions are unchanged), to help client bots that were being unfairly disqualified by the TM due to miscounted frame times (davechurchill/StarcraftAITournamentManager#42). Incremented the version number in the state file accordingly (but only for BWAPI v4.4.0). Also some unrelated minor corrections and general improvements, to some README.md files.
