Sync the envoy.bazelrc and WORKSPACE to Envoy v1.37.0. Update WORKSPACE load order to match upstream: - Add envoy_bazel_dependencies() call - Add envoy_toolchains() call - Move envoy_repo() after envoy_dependency_imports() - Update patch reference to new filename Signed-off-by: Tam Mach <tam.mach@cilium.io>
