@mikepurvis Just adding someone randomly to review this.

axcli is a CLI action client util that allows to call actions. It has an env-hook that auto-completes the action goal message, which makes it really easy to use.

This PR simply migrates it to Python 3.

I also sent a PR upstream: po1#7
