This PR implements an interface for sorting, extrema and reduce algorithms, using
thrustandrocthrustfor the CUDA and HIP backends.NOTE: I'm not testing the use of manually specified execution policies in non-cpu backends because first I need to provide wrappers for execution policies, which will be another PR.
