Hi, I'm mingcheng, the Dragonfly community manager. I'm submitting this checklist to update the maintainer information for the Dragonfly project.

This PR updates the Dragonfly project maintainer list to reflect recent changes in the project's governance, including moving some maintainers to emeritus status and updating maintainer information.
