When both this package and the tsconfig it extends have the same alias set, resolution fails

Fixes the queue indicator by refactoring queue related functionality in
Craft.cpinto a separate Queue service.The service layer isn't fully fleshed out yet, but the thought is that we'll create a global Craft object that's configured with singletons of all the services. This is pretty similar to how Statamic handles things these days.
