When a CSV line ends with a delimiter (creating an empty final field), the parser would enter a state where it emitted endless row‑end tokens and never reached EOF. This PR ensures that any pending row boundary is emitted exactly once, allowing the parser to advance past empty trailing fields and terminate normally.
