We should be able to have a

%: %.nw
	${NOTANGLE$(suffix $@)}

rule. However, this conflicts with the

$(addprefix %,${NOWEB_SUFFIXES}): %.nw
	${NOTANGLE$(suffix $@)}

rule. The result is that we can't tangle tex.mk from tex.mk.nw. It seems like it's because tex.mk also depends on tex.nw, which doesn't exist.
