On fast running chain, new best & finalized blocks coming in pretty fast causing the queue to be refreshed faster than usual, causing the tx tracking progress cannot keep up with the unpinning speed. This improvement will proactively hold & release the best/finalized blocks to be tracked so the tx tracking & searching progress can be done smoothly without interuption.
