Group GitHub Actions dependabot updates

Description

GitHub Actions dependabot updates were not grouped, causing individual PRs per action update. Adds groups config to the github-actions ecosystem block in .github/dependabot.yml to match the NuGet section and align with the demaconsulting/TemplateDotNetTool template.
