Moves
IsHTTPURLandIsRemoteURLto dedicated package to avoidhistorypackage to import thebuildpackage. This is necessary in our Desktop build backend where we want to use theBuildNamefunc there otherwise it fails to import packages that live only in BuildKit private fork.
