feat: migrate recorder service

Description

Migrated recorder-service from an AngularJS CoffeeScript factory to an Angular 17+ @Injectable() service written in TypeScript.

How Has This Been Tested?

• Log in as a Student
• Click "Select Unit" and Select any unit from the dropdown
• Select a task and go to the chat section
• Click on the record icon and record a message
• Send the message and check if your sound is working and the chat is functioning.
