Add a get_events function which will get all events for a given task_id, run_id, or thread_id. This required the creation of private functions for each event endpoint. I also refactor the python file to put the functions in the following order: 1. private functions in alphabetical order 2. public functions in alphabetical order

Adds some functions for searching for events by run_id
Fixes the wait_for_thread_id_completion function to wait on pending states
