Rebased chat backend and related improvements: add configs.py (ROOT_DIR), chat package (models, database, llm client using NRP/OpenAI, and routes) and wire the router into server/python/app.py (calls create_db_and_tables() and seed_db()). Update package.json python-service to set PYTHONPATH for the dev server. Scope chat CSS selectors under .chat-module to avoid global collisions and fix import path in Messages.tsx (./ModuleResize.css). Remove stale compiled .pyc.
