Add CITATION.cff for project metadata and authorship

Preferred citation set to paper, set up for Zenodo snapshot.
It will render the paper citation under "cite this repository":

Notes to address before merge:

• I didn't have @harishB97's ORCID--does someone know it? The link on the paper seems to be incorrect.
• Date for release needs to be set.

@elhamod, if we are going to set the snapshot from this repo (as I set up the CITATION.cff), @hlapp or I will need Admin permissions for the Zenodo integration.

When I clicked the link on his name (in the paper) I got an error from the site indicating the page didn't exist, so I couldn't confirm it.

It's possible that there are multiple redundant entries but the ORCID on his name in the paper is this one: https://orcid.org/0000-0003-3709-4656

The Zenodo link will be added once we have all the models to publish in the record. I'm setting up the data in a Hugging Face repository. We will want to add links to both records before merging this PR/any release of this repo.

In terms of this repo, if you grant @hlapp or myself admin access we can turn on the Zenodo-GitHub integration for the repo so that when it's ready and we generate a release, a corresponding Zenodo release will also be generated producing a DOI.
