Move all deployment Slack notifications from #rnd-team-channel (old #developers) to #release channel. This affects all repositories using the shared slack-deploy-notification workflow. DEVEX-693
Remove the dashboard_url link from deployment Slack notifications as it is invalid. DEVEX-693
