Overview
Adds an optional job_type/jobType field to DraftRunRequest and threads it through draft submission so runs can be billed as TIME_SHARED_VGPU or FLEX_CREDIT.

Extends Project.run_case() with a user-facing billing_method (VirtualGPU/FlexCredit) that maps to the new API job type; VirtualGPU runs now perform a GET flow360/account capability check and raise if vGPU billing isn’t enabled, and billing_method is ignored for draft_only submissions. Also tightens a few type hints and ensures jobType is omitted from the request body when unset.
