Implements a new report to display events where no action has been taken. This report helps users to quickly identify and address events that require attention. Removes unused code and refactors the Event Sort Helper. Fixes #980

Improves the sorting logic for event reports by adding secondary and tertiary sort criteria based on organizational unit, compliance officer, start date, due date, facility number and completion date to provide more consistent and user-friendly ordering. Also adds headers to the generated excel export file for clarity. Fixes #980
