This PR updates the @github/copilot CLI dependency from pre-release version 0.0.411-1 to stable version 0.0.411 in the Node.js SDK, and from 0.0.409 to 0.0.411 in the test harness. This aligns all JavaScript/TypeScript components of the SDK repository with the latest stable Copilot CLI release.

• Bump @github/copilot dependency in Node.js SDK from 0.0.411-1 to 0.0.411
• Bump @github/copilot dependency in test harness from 0.0.409 to 0.0.411
• Update all platform-specific Copilot CLI packages (darwin-arm64, darwin-x64, linux-arm64, linux-x64, win32-arm64, win32-x64) with corresponding integrity hashes
