By adding deterministic distribution from TFP: https://www.tensorflow.org/probability/api_docs/python/tfp/distributions/Deterministic
Currently, it is named "deterministic" to match TFP, however this name might change to degenerate, or point mass
In this implementation using it with calculate works, but not MCMC. Need to test how it behaves with mixture, which is one of the main reasons we are adding this distribution
