Pull Request Overview
This PR adds a GitHub Actions workflow that automatically triggers a coding agent pipeline when pull requests are updated. The workflow creates a repository dispatch event to communicate with an external AI buddy service.
- Adds automated dispatch to coding agent on PR events (opened, reopened, synchronize, ready_for_review, edited)
- Implements payload validation and error handling for the dispatch process
- Includes security checks to prevent execution on forked repositories
