[MKT-775]:feat/Add track started checkout for meta service

Description

This PR introduces a new track service, the track started checkout, but in this case for meta/facebook. Key changes:

• Created a new function trackCheckoutStart that makes everything necessary for send the data.
• Call this function on the same useEffect we call the other trackBeginCheckout

Testing Process

On localhost, with the extension Meta Pixel Helper, checked the expected tag fires when its configured, video recorded on the task
