This PR picks up Liang's common range band filter work:

  • Change the way to compute the frequency shift
  • Fix some bugs related to the creation of the FFTW plan for the range band filer
  • Revert the Kaiser windowing effects before running the range filter
  • There is no windowing effects applied in azimuth during focusing, therefore there is no window reverting in azimuth. In addition, the antenna pattern is not populated in SLC yet, will compensate the effects after it is available in SLC. Those are confirmed with @bhawkins
  • Added the Kaiser filter for both azimuth and range filter beta = 1.6
  • Populate the range and azimuth band width in the RIFG after common band filtering

This PR has been tested using the ALOS-1 FBD data across Chile with Bper around 2km. To test this PR, please run
python -m nisar.workflows.crossmul runconfig_insar_jungkyo.yaml --no-log-file on dev-3 under /scratch/xhuang/isce3_test/Chile/jungkyo
