Update flight-director-loop.txt - added off loop remark

Before INCO announces on the loop that contact has been re-established after the 5 minute (which ended up being about 7 minutes) transceiver power-off, someone (possibly INCO or Gold INCO? I recognize the voice) says off-loop to CAPCOM that they have the LM uplink back for comm.
The voice sounds a bit too nasally to be the INCO we've been hearing, but I'm not sure who else would have said this to CAPCOM -- maybe NETWORK?

sorry for the long silence. honestly it sounds just like glynn to me, what do you think?

Oh, you're probably right, it does sound like Glynn.
But the reason I thought it was INCO is because immediately afterward he calls FLIGHT to repeat the same thing, which led me to believe he tried to tell him off-loop, didn't get a response, and so then told him on loop. But, INCO is seated too far away from FLIGHT for this to make sense. If it is Glynn, I wonder how he knew it was back up before INCO said something? Maybe he overheard something?

i'd reckon so. as you have no doubt noticed there's a whole lot of off loop glynn punching through towards the end here, and i think in the room a little bit of a council seems to have formed at the back of the room (mostly off shift leads probably) which muddled lines of communication. a very lunney happening.

now i just have to relearn how to build and deploy this project, which honestly is what has scared me off merging all these pull requests all these years 😬
