I have implemented[backend] a chat-like room for the discussion only for the people of that specified area.

@giridhar7889 Please commit only those files which are changed or created. I think u r using prettier/beautifier which is changing all the files. So keep previous files original and commit only new files or changed files

okay, anyway I have made added some important functionality too, I'll do it in the later commits.
