I think this is the code for the most recent delphi direct ethernet server

I assume all you're doing is posting the code for the DirectEthernet server. If so, then subject to the following items, LGTM:

1. Check code for profanity.
2. I believe that UCSB released LabRAD under the BSD v3 license (see http://web.physics.ucsb.edu/~martinisgroup/files/PyleLicense.txt), so the references to the GNU public license should be removed.
