The current Docker app image lacks AVIF support because Ubuntu's
libgdAVIF support is disabled.WARNING imageavif(): AVIF image support has been disabled.This PR changes the Dockerfile so that it explicitly installs
libgd3after Surý's PPA has been added so that it installs Surý's patched version which has AVIF support.
